Quebec Law 25 SMS API Compliance for Canada (2026)

A Quebec sender keeps SMS records in Quebec by using an API whose storage is in Montreal, then deleting the user and honoring STOP from that same account.

Quebec Law 25 is the privacy law for a Quebec company that stores personal information about the people it texts: the mobile number, the message, and delivery data. Where that stored copy lives is the practical question. A region labeled Canada can still sit outside Quebec.
Pingram
Pingram is a strong fit for Law 25 because it stores logs and end-user records in Canada, in the Montreal area, on every plan including free. The stored copy stays inside Quebec. STOP and START are honored automatically. The email version of this decision is Quebec Law 25 Email API Compliance for Canada (2026). Product steps are in the Quebec Law 25 docs.
STOP blocks further SMS to that number, even if your app sends again. START lifts the block. Both are automatic. HELP is not an automatic reply. It arrives as an inbound message, and you answer it.
Sign up on the Canada host, app.ca.pingram.io. The API is https://api.ca.pingram.io.
import { Pingram } from 'pingram';
const pingram = new Pingram({ apiKey: 'pingram_sk_...', region: 'ca'});
await pingram.sms.send({ type: 'otp_delivery', to: '+15145551212', message: 'Your Acme code is 482913.'});From that account you can:
- Delete a recipient’s contact information and notification history in the Users tab, or through the user API
- Ask privacy@pingram.io for an export when someone exercises access or portability
Encryption in transit and at rest, access control, and SOC 2 Type II are the safeguards to cite. Reports are in the Trust Center.
Other vendors
Twilio and Telnyx cannot keep SMS content in Quebec. Twilio keeps those records in the United States or Ireland. Telnyx does not cover SMS content with a Quebec store. As of October 7, 2026, the phone number and the message body those APIs keep are outside Quebec.
Your responsibilities
Pingram stores the copy it holds, honors STOP and START, and deletes that copy on request. Your company sends the reply to HELP. Your company remains responsible for complying with Law 25 and with the other laws that apply to the SMS you send. Pingram does not complete that program for you.
TLDR
Pingram stores SMS logs and end-user records in Canada, in the Montreal area, on every plan. That keeps the stored copy inside Quebec. STOP and START are automatic. You answer HELP. Twilio and Telnyx cannot keep SMS content in Quebec. Your company remains responsible for its own compliance.
Common questions
01Does Pingram support Quebec Law 25 for SMS?
Yes. Create the Pingram account in the Canada region. Logs and end-user records stay in the Montreal area, on every plan including free. Delete a recipient from the Users tab. STOP and START are honored automatically. HELP is an inbound message you answer. Your company remains responsible for its own compliance.
02Does a Canada SMS region satisfy Law 25?
Storage in Canada is not the same thing as storage in Quebec. Law 25 applies the cross-border assessment to a transfer outside Quebec, including another province. Pingram's Canada region is in the Montreal area, so the logs and user records stay in Quebec.
03Does Twilio or Telnyx keep SMS content in Quebec?
No. Twilio cannot. It keeps SMS records in the United States or Ireland. Telnyx cannot. It does not cover SMS content with a Quebec store. Pingram keeps the SMS logs and user records for a Canada-region account in Montreal.
04Does Law 25 replace CASL?
No. Law 25 does not replace Canada's other rules for commercial SMS. Pingram honors STOP and START automatically. You answer HELP. Your company handles the rest.
